Optimism governance has approved moving 546.9 million OP — about $49.7 million — out of a reserve earmarked for future airdrops and into a Strategic Ecosystem Fund. The final count was 17.974 million OP in favour against 10.931 million opposed.

Where the margin came from

With sixteen minutes and fifty-two seconds left on the clock, Test in Prod — a core development team funded by Optimism — cast 8.486 million OP in favour. That single vote lifted approval from 45.77% to 61.84%. Before it, the proposal was losing.

Nothing here is against the rules. Delegates vote their weight and timing is not regulated. But a grant recipient supplying the deciding margin on a treasury reallocation, in the last seventeen minutes, is the kind of arrangement that token governance was supposed to make visible — and it did make it visible, which is the part worth crediting.

The objection on the record

L2BEAT opposed the proposal on the mandate rather than the amount. The Strategic Ecosystem Fund is defined broadly enough that the tokens can be deployed without a further vote on any particular use. That converts a one-time governance decision into standing discretion, and it is the reason the size of the transfer is the less interesting number.
